His Worship The Mayor, Mr. James Miller Killen

His Worship The Mayor, Mr. James Miller Killen, M.A., was the first Mayor of Whangarei, and after being out of the Council for some time, he was again elected to the chief magistrateship in April, 1901. At his installation on the 8th of May he outlined a progressive policy for the borough, including the acquisition of rights to waterfalls in the neighbourhood for the generation of electricity for lighting and other purposes, and to surrounding hills for a public domain, and the adjacent mangrove flats as sites for future factories. A drainage service, a properly equipped fire brigade, corporation offices and public reading rooms were other items in the municipal programme sketched by the Mayor. Mr. Killen is referred to in another article in his professional character as a barrister and solicitor.
