Your telegram of 21 August. The Government has decided to limit the Third Echelon to 6131 all ranks….3 The balance of the reinforcements with the Third Echelon are required for other purposes….4

4 See Volume I, Third Echelon. Early in August the New Zealand Government decided, in view of the threat of Japanese aggression, to retain from the reinforcements intended for despatch with the Third Echelon a force of 3050 all ranks to garrison Fiji.
