Owing to the Australian demand to release all their troops from Tobruk, which complicated our plans, the date of the operation is uncertain.1 I hope these difficulties will be overcome and will cable you later.

1 Representations had been made by the Commonwealth Government for the relief and withdrawal of the 9th Australian Division from Tobruk.
