That authority be given for the organisation of the 3rd Division on a two-Brigade basis, together with the additional units requested

by Major-General Barrowclough as follows:

Strength of two-Brigade Division including first reinforcements and base units 14,541
Additional units 1,296
Total establishment 15,837
Personnel additional to this establishment at present in New Caledonia to remain 2,115
Total number authorised for force in New Caledonia 17,952

That approval be given for the proposed movement of the 3rd Division and to its later employment in the combat zone, subject to a report from General Barrowclough that the Division is then suitably equipped and trained for the proposed operations.1
