The Secretary of State for Dominion Affairs to the acting Prime Minister of New Zealand

Circular telegram. My telegram of 17 July [No. 32], paragraph 1. Following for your Prime Minister:

Japan. Following on statements regarding the action of Japan made yesterday by the United States acting Secretary of State and today by the Secretary of State for Foreign Affairs (see my telegram [No. 40]), we are telegraphing instructions to His Majesty's Ambassador, Tokyo, to proceed forthwith with the denunciation of the Commercial Treaty. It is contemplated that the announcement will be made here early next week.
