the author: Mr J. V. T. Baker was born at Manunui on 13 January 1913 and was educated at the Waipawa District High School and Victoria University of Wellington. He holds the degrees of MA (Mathematics), M.Com. (with Honours in Economics), and has the Diploma of Public Administration. He is also a Fellow of the New Zealand Society of Accountants. He was appointed Government Statistician in 1958 and is a part-time lecturer in statistics at the Victoria University of Wellington and the author of numerous papers on economic and statistical subjects.

Ex-President of the New Zealand Statistical Society and present vice-President of the New Zealand Association of Economists, he has represented New Zealand at international Statistical Conferences and was rapporteur of the United Nations Statistical Commission in New York in 1960 and 1962. He was chairman of the fifth conference of British Commonwealth Statisticians in Wellington in 1960, and chairman of the ECAFE Seminar on statistics in Wellington in 1962.
